New self-service environment
In 2025, Statistics Estonia begins the transition to a new and more modern self-service environment.
Statistics Estonia's new self-service is an electronic data submission environment where enterprises can submit the data needed for the production of official statistics, collected by Statistics Estonia on the basis of the Official Statistics Act. The new environment can be accessed at uuringud.stat.ee. To log in, authentication via ID-card, mobile-ID or Smart-ID is required.
2025 is the year of transition from eSTAT to the new self-service, during which the two environments will be used simultaneously. Questionnaires are gradually being added to the new self-service environment and from 2026 onwards only the new environment will be in use.
We apologise for any inconvenience this may cause. Statistics Estonia's aim is to make the transition to the new self-service environment as smooth as possible and to offer the best possible self-service quality.

What changes will the new self-service environment bring to enterprises?
- The new environment is more user-friendly. Data submission is smoother thanks to the clear and logical design of the environment. The time it takes to submit data is reduced.
- Unlike eSTAT, the new self-service environment also has a mobile view, which allows enterprises to submit data and perform other operations on a mobile

Frequently asked questions
The new self-service is available to enterprises that are obliged to provide data and whose questionnaire has been migrated to the new environment. Statistics Estonia notifies enterprises by email once their questionnaires are available in the new self-service.
- You can access the new self-service at uuringud.stat.ee.To log in, authentication via ID-card, mobile-ID or Smart-ID is required. It is not possible to enter the new environment with a password. Foreign citizens who do not have an Estonian ID-card, mobile-ID or Smart-ID can log into the new self-service by authenticating themselves with the EU Digital Identity or Estonian e-Residency digital ID-card. The same personal identification code used for authentication must be indicated for the enterprise in the Business Register.
- eSTAT can be accessed at estat.stat.ee To log in, authentication via ID-card, mobile-ID or Smart-ID is required. A person who does not have an Estonian personal identity code can request a password to log in. For more information on how to sign up to and use eSTAT, see the eSTAT manual.
- In the new self-service, entrepreneurs only see the questionnaires in the sample of which they are and that have already been migrated to the new environment. If the questionnaires that are mandatory for the enterprise are still in eSTAT, the enterprise information is not displayed in the new environment.
- In eSTAT, the enterprise can see a list of all the questionnaires in the sample of which it is. If the questionnaire has been migrated to the new self-service, eSTAT redirects the respondent to the new environment, which requires a separate login.
To sign up to the new environment, a person with the right of representation of the enterprise/institution needs to log into the environment, after which the affiliation to the enterprise is checked against the Business Register. The person entitled to represent the enterprise is automatically granted main user rights.
The main user can designate the authorised main user and the respondent, i.e. the persons who fill in the questionnaires, as well as the respondent with limited rights. The main user is responsible for the provision of statistical data and grants rights to other users. Main user rights are for the persons entitled to represent the enterprise, designated by default in the Business Register.The authorised main user has the same rights and obligations as the main user, being responsible for the provision of statistical data and granting rights to other respondents.
The respondent and the limited respondent are designated by the main user or the authorised main user and both are also responsible for the provision of statistical information.In order to access eSTAT, a person with the right of representing the enterprise/institution should file an application, based on which the rights of CEO in eSTAT will be granted.

- In the new self-service, the representative of the enterprise can extend the deadline at the questionnaire.
- It is not possible to extend deadlines in eSTAT, and you should contact customer support by email at klienditugi [at] stat.ee (klienditugi[at]stat[dot]ee) if you wish to do so.
- You cannot subscribe to reminders in the new environment.
- Reminders in eSTAT are not transferred to the new self-service. eSTAT's automatic reminders will continue to work in the same way as before
