Adoption allowance – an adoptive parent residing in Estonia permanently or on the basis of a temporary residence permit from who an adopted child does not descend and who is not a step-parent of the child has the right to receive adoption allowance, if childbirth allowance has not been paid to the family for the same child earlier. Allowance for families with three or more children and families raising triplets – one of the parents raising three or more children who receive child allowance, or one of the parents raising triplets who receive child allowance has the right to receive an allowance for families with three or more children and families raising triplets. Benefit for occupational accident – benefit for temporary incapacity for work to an insured person in the event of an illness or injury caused as a result of an occupational disease or an accident at work 100 per cent per calendar day as a percentage of his or her average income per calendar day. Benefit for temporary incapacity for work – financial compensation to an insured person in cases where the person does not receive income subject to individually registered social tax due to a temporary release from his or her duties or economic or professional activity. Care benefit – benefit for temporary incapacity to work paid by the Health Insurance Fund to an insured person in case the person does not receive income subject to individually registered social tax due to a temporary release from their duties or economic or professional activity. Caregiver’s allowance – caregiver’s allowance is paid monthly to: one parent or step-parent of a child of 3 to 16 years of age with a moderate, severe or profound disability if the parent or step-parent cannot work due to raising the disabled child; one parent or step-parent of a child of 16 to 18 years of age with a severe or profound disability if the parent or step-parent cannot work due to raising the disabled child; a caregiver or guardian appointed to a person not less than 18 years of age with a severe or profound disability if the caregiver or guardian cannot work due to ensuring personal assistance, guidance or supervision to a disabled person. Caregiver’s allowance shall not be paid to persons whose severe or profound disability has been determined. Child allowance – every child has the right to receive child allowance from the birth until he or she attains 16 years of age. A child who is enrolled in a basic, upper secondary or vocational school which operates on the basis of basic education, in daytime study or, for medical reasons, in another form of study has the right to receive child allowance until he or she attains 19 years of age. Childbirth allowance – one of the parents has the right to receive childbirth allowance for a child. Childbirth allowance shall not be paid if the child is stillborn. Child care allowance – one of the parents has the right to receive child care allowance: for each child of up to 3 years of age if the parent raises one or more children of up to 3 years of age; for each child between 3 and 8 years of age if the parent raises also children between 3 and 8 years of age in addition to one or more children of up to 3 years of age; for each child between 3 and 8 years of age if the parent raises three or more children who are at least 3 years of age and who receive child allowance in a family with three or more children. Dental care benefit – Persons under 19 years are entitled to free dental care from the Health Insurance Fund. Dental care is reimbursed to adults with health insurance up to 40 euro per year, but 50% of the invoice will be paid by the patient. Disability – the loss of or an abnormality in an anatomical, physiological or mental structure or function of a person. Disability allowance for a person not less than 16 years of age – disabled adult allowance shall be paid monthly to a person not less than 16 years of age with a moderate, severe or profound disability for compensation for the additional expenses caused by the disability and, upon existence of a rehabilitation plan, for the activities prescribed therein, except for the activities financed from the health insurance and other state budget funds. Disability pension – see Pension for incapacity for work. Disabled child allowance – disabled child allowance shall be paid monthly to a child with a moderate, severe or profound disability for compensation for the additional expenses caused by the disability and for the activities prescribed in the rehabilitation plan, except for the activities financed from the health insurance and other state budget funds. Disabled child allowance shall be paid until the child attains 16 years of age. Disabled child allowance shall be paid to the parent. Disabled parent’s allowance – disabled parent’s allowance shall be paid monthly to a disabled single parent or to a disabled step-parent who is raising a child alone or to a disabled guardian who is raising a child alone or to a disabled person who is raising a child alone and with whom a written foster care contract has been entered into pursuant to the Social Welfare Act or to one of two disabled spouses raising a child of up to 16 years of age or a child of up to 19 years of age who is enrolled in a basic school, upper secondary school or vocational school in daytime study or, for medical reasons, in another form of study. If the child attains 19 years of age during a school year, the allowance shall be paid until the end of the school year. Education allowance – education allowance shall be paid monthly, except in July and August, to a non-working disabled student who attends upper secondary school in years 10 to 12 or who attends a vocational school or institution or an institution of higher education, and who has additional expenses in relation to his or her studies as a result of the disability. Foster care allowance – foster care allowance shall be paid for a child who is deprived of parental care, if guardianship has been established for him or her or a foster care contract has been entered into with respect to him or her, and who meets the requirements to receive a child allowance. Funeral benefit – state funeral benefit is a single benefit prescribed to cover the expenses of a funeral in the territory of Estonia which is paid upon a death registered in Estonia and upon the death, which is registered outside of Estonia, of a permanent resident of Estonia. Funeral benefit shall not be paid: if a person is declared dead. Function – the risk or need of social protection. Health insurance – a state warrant system for paying compensation to the residents of the Republic of Estonia for retaining health, paying the expenses of temporary incapacity for work and costs of medical treatment, and paying pregnancy and maternity benefits. Health insurance benefit – a high quality and timely health service, necessary medicinal product or medical device which is provided to an insured person under the conditions provided for in the Health Insurance Act by the Health Insurance Fund or a person who has entered into a corresponding contract with the fund (benefit in kind), or a sum of money which the health insurance fund is required to pay to an insured person under the conditions provided for in the Health Insurance Act for the health care expenses incurred by the person or upon his or her temporary incapacity for work (benefit in cash). In-service training allowance – in-service training allowance shall be paid for vocational training and formal education acquired by a working disabled person within the adult education system. Maintenance allowance – allowance to persons having parental leave or to non-working parents. In 2000, maintenance allowance was replaced by child care allowance. Maternity benefit – benefit for temporary incapacity to work paid to an insured person on the basis of a maternity leave certificate in case the person does not receive income subject to individually registered social tax due to a temporary release from the their duties or economic or professional activity. Moderate disability – moderate disability is the loss of or an abnormality in an anatomical, physiological or mental structure or function of a person as a result of which the person needs regular personal assistance or guidance outside his/her residence at least once a week. National pension – pension granted to persons who do not have the right to receive an old-age pension, pension for incapacity for work or survivor’s pension because they have not completed a sufficient number of years of pensionable service or their accumulation period is insufficient. Old-age pension – pension granted to persons who have attained pensionable age and who have completed at least fifteen years of pensionable service or whose accumulation period acquired in Estonia is at least fifteen years. Paid breaks for feeding the child – a person raising a child under one and one half years of age shall be granted additional breaks for feeding the child in addition to the general breaks for rest and meals. Breaks for feeding a child are included in working time and payment of average wages shall be continued for the breaks from state budget funds through the budget of the Ministry of Social Affairs pursuant to the procedure established by the Minister of Social Affairs. Parental benefit – benefit for parent with children up to 18 months old, remains previous average salary with limitations. Pensioner’s living alone allowance – allowance is granted to persons who have attained the pensionable age, who live alone and whose granted pension amount is less than 1.2 times the average Estonian old-age pension. The allowance is paid once a year as of 2017. Pension for full length of service required – pension granted to persons in such professions that bring about the loss of or reduction in the professional capacity for work before attaining the pensionable age and thus persons cannot continue to work in that profession. Pension for incapacity for work – pension granted to persons from the age of 16 years until attaining the pensionable age if he/she is declared permanently incapacitated for work. Profound disability – profound disability is the loss of or an abnormality in an anatomical, physiological or mental structure or function of a person as a result of which the person needs constant personal assistance, guidance or supervision twenty-four hours a day. Rehabilitation allowance – rehabilitation allowance is paid for the active rehabilitation of disabled persons of 16 to 65 years of age in rehabilitation institutions specified by the Minister of Social Affairs. School allowance – a child who meets the requirements to receive a child allowance has the right to receive school allowance for the commencement of the school year. Severe disability – the loss of or an abnormality in an anatomical, physiological or mental structure or function of a person as a result of which the person needs personal assistance, guidance or supervision in every twenty-four hour period. Sickness benefit – financial compensation paid to an insured person in case the person does not receive income subject to individually registered social tax due to a temporary release from their duties or economic or professional activity. Sickness benefit is paid in case of illness, an accident at work, traffic or personal injury. Single parent’s child allowance – a child in whose birth registration no entry has been made concerning the father or an entry has been made on the basis of a statement by the mother or whose parent has been declared to be a fugitive pursuant to the procedure established by law and who meets the requirements to receive a child allowance, has the right to receive a single parent’s child allowance. Social protection – all interventions from public or private bodies intended to relieve households and individuals of the burden of a defined set of risks or needs. Start in independent life allowance – a person without parental care who has been raised in a social welfare institution or a school for children with special needs has the right to receive a start in independent life allowance if he or she begins to live independently in a new residence. Supplementary benefit for pharmaceuticals – the Health Insurance Fund shall additionally compensate for amounts paid by the insured for medicinal products during the calendar year, where such amounts are at least 300 euros since 01.01.2015 (before 01.01.2015 384 euros). Survivor’s pension – upon the death of a provider, a survivor’s pension shall be granted to family members who were maintained by him/her and who are incapacitated for work. Unemployment allowance (up to 2005 unemployment benefit) – the registered unemployed persons who have been employed or engaged in work or an activity equal to work for at least 180 days during the twelve months prior to the registration as unemployed and whose income is less than the amount of the unemployment allowance have the right to receive unemployment allowance. Unemployment allowance shall be granted, calculated and paid by the Unemployment Insurance Fund. The daily unemployment allowance rate is determined with the State Budget Act. Until the end of 2012 the daily unemployment allowance rate was 2.11 euros (about 65 euros per month), since 2013 the daily unemployment allowance rate is 3.28 euros (101.68 euros per month). | |

For data compilation, a common, regulation-based methodology is used in the European Union. Only qualitative data on total social protection expenditure can be compared internationally, but not data on social protection schemes (sources of funding), as national social protection systems differ. | |
The time series has been compiled according to a common methodology. Until 2011, data have been converted into euros. The social protection statistics are directly influenced by changes in the legislation. Statistical indicators change due to amendments made to legislation and this should be taken into account when analysing the presented statistical data. In the tables SW110, SW111, SW12, SW13, SW14, SW15, SW153, SW154: From April 2000 persons who received a pension for incapacity for work (formerly disability pension) receive old-age pension after attaining the pensionable age or national pension if their years of pensionable service or the accumulation period is not sufficient for the grant of an old-age pension. In the tables SW16, SW161, SW162: Since 2002, commuting accidents are no longer registered. Since 1 January 2009, persons aged over 19 can no longer apply for a dental care benefit. Until 1 July 2009, the Health Insurance Fund paid the sickness benefit starting from the 2nd day of the leave. Since 1 July 2009, the employer pays the sickness benefit from the 4th to the 8th day, and the Health Insurance Fund pays it starting from the 9th day. In the tables SW17, SW171, SW18, SW181, SW19, SW20, SW22: Pursuant to Amendment of the State Family Benefits' Act (adopted on 13 October 1999) the words “child benefit” and “maintenance allowance” were replaced with the words “family benefit” and “child care allowance”. Until 1998 maintenance allowance was different for persons on child care leave with up to a 1.5-year-old child and with a 1.5 to 3-year-old child. Until 1998 maintenance allowance was paid to a non-working person raising a 1.5 to 18-year-old (1993 3 to 16-year-old) disabled child. 1998–2004 different childbirth allowances for the first and each subsequent child, and 2000–2004 for the multiple was paid. Social benefits for disabled persons shall be paid by Social Benefits for Disabled Persons Act, entered into force in January 2000. Since year 2008 other benefits include also supplement compensation for farthers' vacation, victim support services, allowances for winners of the Olympic games and maintenance allowance. School allowance doesn’t exist since 2009. Payments of state funeral benefits to private persons were discontinued in 2009 due to the economic crisis. From July 2009 to December 2014, the state provided funeral benefits only to local governments for the purposes of organising burials for unknown persons or persons without family. As of 1 January 2015, state funeral benefits are granted to disadvantaged families. The benefits are paid to the organiser of the funeral whose family received subsistence benefit in at least one month in the previous 12 months. Since 2016, rehabilitation allowance and work allowance are not granted. The payment of work allowance to a person of working age who was granted the allowance before 1 January 2016 shall continue on the former conditions, pursuant to the former procedure and in the former amount until the expiry of the prescribed term. As of 1 July 2017, families with many children are paid the allowance for families with many children. One of the parents, a guardian or foster parent raising three or more children in a family has the right to receive the allowance for families with many children. The previous parents allowance for families with seven or more children was abandoned as a separate type. | |

Cross-domain coherence could be assessed with national accounts data, but in this case, the data should be converted into a comparable format and probably to a more detailed level (some data components overlap). | |
