Elisa, Tele2 and Telia to analyse clients’ mobility themselves

In order to provide the crisis commission with a quick overview about whether people are complying with movement restrictions, Elisa, Tele2 and Telia decided to take it upon themselves to analyse the mobility of their clients. The data used for the analysis will be entirely anonymous and not real-time. Statistics Estonia will compile the analyses of the mobile network operators and produce an overview for the whole country. The first results are expected to be available in the coming week. The reason for the new decision is the obligation of the operators to protect personal data and ensure anonymity.

According to Mart Mägi, Director General of Statistics Estonia, the purpose of the mobility analysis ordered by the crisis commission is to determine how the Estonian society has received the measures implemented in the emergency situation, i.e. whether people have stayed more local. “After careful consideration, it has become clear that the analysis would be quickest when done by each operator. Elisa, Tele2 and Telia will make their best data scientists available to the state, who will make the necessary calculations based on the methodology revised by Statistics Estonia. The analyses prepared by the network operators will be reviewed by Statistics Estonia and in the case of a positive evaluation, a complete picture will be prepared that the state can use for imposing further restrictions or alleviating the current ones,” said Mägi.
