One million people enumerated

The personal questionnaires of the 2011 Population and Housing Census have now been completed on more than one million permanent residents of Estonia. In the first week of the interview census, enumerators interviewed more than 100,000 people.

The interview census is the second stage of the census, where enumerators visit all the people that did not participate in the e-census. The second stage began last Monday, on 20 February, and already more than 100,000 people have been interviewed.

“In the first week we needed time to get settled. We are now nicely on schedule. The expertise and efficiency of the enumerators will grow with each day,” said Ms Diana Beltadze, the Project Manager of the 2011 Population and Housing Census. “Even though many people have already been enumerated, there is still a lot of work to do, because the enumerators also have to enumerate all the dwellings and work on the maps for their area. That is quite a lot of work,” explained Beltadze.

Together with the more than 880,000 persons enumerated online, the number of enumerated persons is already more than a million – as at 23:00 on 28 February, personal questionnaires had been completed on 1,006,835 persons. “These figures include persons who have been enumerated twice, but they are still very encouraging,” said Beltadze. The people who did not participate in the e-census will be visited by enumerators between 20 February and 31 March. In addition to enumerating the persons that did not participate in the e-census, the enumerators must also:

  • Finish the almost 70,000 personal questionnaires that were started, but not fully completed during the e-census;
  • Visit the households that did not complete the dwelling questionnaire during the e-census;
  • Determine the actual number of households and residents in case of dwellings where a dwelling questionnaire is incomplete or more than one dwelling questionnaires have been completed by mistake;
  • Visit those dwellings where a permanent resident has specified another address as his/her place of usual residence (e.g. his/her registered place of residence).

The enumerators work from 09:00 to 21:00 daily, or before 9:00 or after 21:00, subject to agreement with the residents. All the enumerators have an employment certificate issued by Statistics Estonia (bearing the enumerator’s photo), a scarf with the census logo and a blue suitcase. (N.B.
