The services account reflects the services sold to and purchased from non-residents by Estonian residents.

Exports of services – the cost of services sold by residents of Estonia to non-residents.

Imports of services – the cost of services purchased by residents of Estonia from non-residents.

Balance = exports minus imports.

The services sold to and purchased from non-residents are the following:

- manufacturing services;

- maintenance and repair services;

- transport;

- travel;

- construction;

- insurance and pension services;

- financial services;

- charges for the use of intellectual property;

- telecommunications, computer and information services;

- research and development services; professional and management consulting services; technical, trade-related and other business services;

- personal, cultural, and recreational services;

- government goods and services not included elsewhere.

Residents are:

1. state authorities or agencies of the Republic of Estonia in the broadest sense (legislative, executive and judicial bodies or their agencies, and constitutional institutions), and local governments or their agencies;

2. Estonian diplomatic, consular or other official representations in foreign countries, and representative offices of other Estonian institutions or organisations abroad which are not engaged in any economic or commercial activity;

3. legal persons in public law and their agencies formed under the laws of the Republic of Estonia;

4. legal persons in private law registered in the Republic of Estonia, or their representative offices (including cross-border service providers);

5. companies (Societas Europaea, SE) or cooperatives (Societas Cooperativa Europaea, SCE) registered in the Republic of Estonia under the statute for a European company, or their representative offices;

6. branches of foreign legal persons registered in the Republic of Estonia;

7. Estonian citizens residing in the Republic of Estonia;

8. aliens residing in the Republic of Estonia who hold a permanent residence permit or a temporary residence permit for at least one year;

9. persons specified in clauses 7 or 8, studying or undergoing medical treatment abroad, irrespective of the duration of their studies or medical treatment;

10. persons specified in clauses 7 or 8 who are members of a ship crew, seasonal or cross-border workers abroad, irrespective of the duration of their stay abroad;

11. diplomats, military personnel, staff of consular or other official representations of the Republic of Estonia and their family members abroad who enjoy immunity and diplomatic privileges.

The dissemination of data collected for the purpose of producing official statistics is guided by the requirements provided for in § 32, § 34, § 35, § 38 of the Official Statistics Act.

The dissemination of data collected for the production of official statistics is based on the requirements laid down in §§ 34 and 35 of the Official Statistics Act.

8.1. Release calendar

Notifications about the dissemination of statistics are published in the release calendar, which is available on the website. Every year on 1 October, the release times of the statistical database, news releases, main indicators by IMF SDDS and publications for the following year are announced in the release calendar (in the case of publications – the release month).

All users have been granted equal access to official statistics: dissemination dates of official statistics are announced in advance and no user category (incl. Eurostat, state authorities and mass media) is provided access to official statistics before other users. Official statistics are first published in the statistical database. If there is also a news release, it is published simultaneously with data in the statistical database. Official statistics are available on the website at 8:00 a.m. on the date announced in the release calendar.

11. Quality management
11.1. Quality assurance

To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia is also guided by the requirements in § 7. “Principles and quality criteria of producing official statistics” of the Official Statistics Act.

11.2. Quality assessment

Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions.

14.1. Timeliness

Statistics Estonia does not publish the data until they have been published by Eesti Pank (70 days after the end of the reporting period). The data on the foreign trade of services are updated at Statistics Estonia on a quarterly basis, generally 71 days after the end of the reporting period. Upon the first publication of the statistics for the 1st and 3rd quarter, the data of the previous quarter are adjusted. Long time series (data on up to five years) are adjusted upon the first publication of the statistics for the 2nd quarter (in September) and the data for the previous year are adjusted upon the first publication of the statistics for the 4th quarter (in March).

15.1. Comparability - geographical

The data are comparable with the data of other European Union countries.

15.2. Comparability - over time

The data are comparable over the whole time series (2013–…). Due to the elaboration of the definition of the enterprise since 2018, there may be a redistribution of indicators between economic activities (legal entities belonging to the group may be consolidated into one enterprise).

15.3. Coherence - cross domain

The data in the database of Statistics Estonia are published using the EBOPS 2010 classification, the data in the database of Eesti Pank have been published based on the detailed records of annual services statistics published by Eurostat (based on EBOPS 2010).

The outputs of the statistical activity are coherent.

17. Data revision
17.1. Data revision - policy

The data revision policy and notification of corrections are described in the section Principles of dissemination of official statistics of the website of Statistics Estonia.

17.2. Data revision - practice

The revision principles have been coordinated with Eesti Pank. Upon the first publication of the statistics for the 1st and 3rd quarter, the data of the previous quarter are adjusted. Long time series (data on up to five years) are adjusted upon the first publication of the statistics for the 2nd quarter (in September) and the data for the previous year are adjusted upon the first publication of the statistics for the 4th quarter (in March). Eesti Pank submits all the revised data for the previous periods with the data of the new quarter.

Data on the exports of services based on VIES declarations (form VD, cell 5) are received from the Estonian Tax and Customs Board.

Personalised individual data of economic units and aggregated data of private persons on the exports and imports of services by type of service, collected and processed by the Eesti Pank (the central bank of Estonia).

DATA FROM OTHER STATISTICAL ACTIVITIES

Data from statistical activity 20901 “Business register for statistical purposes” are used.

Data on the exports and imports of services are received from the Eesti Pank (the central bank of Estonia) by e-mail. Data from Estonian Tax and Customs Board are received via an FTP-server.

The data are validated by the data administrator.

18.5. Data compilation

The data on services published in the database of Statistics Estonia are based on the data collected and processed by Eesti Pank. Eesti Pank uses a mixed system (surveys, cross-border payments, administrative system) to collect services data. The information is collected from enterprises on a quarterly basis.

The collected data are converted into statistical output. This includes calculating additional indicators. The share of enterprises not in the sample will be assessed by Eesti Pank (central bank of Estonia) with the help of data on cross-border payments and of statistical models.
