The consumer price index rose by 4.8% last year
According to Statistics Estonia, in 2025, the consumer price index increased by 4.8% compared with the average of 2024. The price changes of food and non-alcoholic beverages had the biggest impact on the consumer price index in 2025.
Lauri Veski, manager of the consumer price statistics service team at Statistics Estonia, said that the biggest impact on the consumer price index in 2025 came from price increases related to food and non-alcoholic beverages. “The prices of food and non-alcoholic beverages rose by 6.9% last year,” said Veski.
Among food products, the biggest rise occurred in the prices of chocolate (31.5%), coffee (31%), poultry (15.2%) and fresh fruits and berries (12.7%). On the other hand, there was a decrease in the prices of sugar (17.1%), potatoes (5.7%), fresh or chilled fish (3.9%) and processed fruit (3.9%). Petrol was 6.8% and diesel fuel 6.6% cheaper.
Veski explained that there were several factors last year that had a notable influence on the consumer price index. “The motor vehicle tax, which was introduced from the beginning of 2025, raised the transport index compared with the average of the previous year. The price lists of healthcare services were updated in April, which pushed up the health index. The prices of clothing and footwear decreased by 3.7% on average in 2025,” he added.

The consumer price index for December 2025 continued the downtrend of recent months and decreased by 0.6% compared with November. Compared with December 2024, the index was up by 4.1%. In December 2025, goods were 2% and services 7.2% more expensive than in December 2024.
Veski noted that, year on year, the consumer price index for December 2025 was similarly affected the most by the price changes of food and non-alcoholic beverages. “The main contributors to the rise in food prices were meat and meat products (with prices up by 7.3%), milk, dairy products and eggs (8.3%), coffee (24.5%) and chocolate (16.9%),” said Veski.

Compared with November, the consumer price index for December 2025 was affected the most by the fall in housing costs (2.3%) and food prices (1.4%). Petrol and diesel fuel were 4.4% cheaper.
