In Estonia, the general government sector comprises three sub-sectors: central government, local governments, and social security funds. The central government sub-sector includes state budget units, foundations, and legal entities governed by public law. The local government sub-sector includes city and rural municipality governments with their subsidiary units, and foundations. Pauline Kommer, team lead of government finance statistics at Statistics Estonia, said that both the central government and local governments ended 2024 in deficit. “The deficit was 553.9 million euros for the central

  3. Turnover volume of grocery stores up in June after a long decline
Johanna Linda Pihlak, leading analyst at Statistics Estonia, pointed out that the turnover volume of retail trade enterprises, which declined in May, started to grow again in June. The increase in turnover volume in June was driven by grocery stores, where turnover volume grew after more than two years of decline. “The turnover volume of grocery stores increased by 1% compared with June last year. The last time the turnover volume of grocery stores grew was in March 2024,” explained Pihlak. Johanna Linda Pihlak, leading analyst at Statistics Estonia, said that the turnover volume of retail trade enterprises started to decline in May, after a period of growth since the beginning of the year. “This was due to stores selling manufactured goods where the volume of turnover was down by 5% year on year. The turnover volume of stores selling manufactured goods had not fallen since November 2025,” explained Pihlak. “The turnover volume of grocery stores did not start to rise in May – it remained at the same level as in May last year,” added Pihlak. Johanna Linda Pihlak, leading analyst at Statistics Estonia, said that retail trade volume, which had grown by 7% in March year on year, did not grow as fast in April. “In April, the increase in the volume of retail trade turnover was influenced by enterprises engaged in the retail sale of automotive fuel and by stores selling manufactured goods,” added Pihlak. The turnover volume of enterprises engaged in the retail sale of automotive fuel increased again in April but at a significantly lower rate. “Compared with April 2025, the turnover volume of these enterprises was up by 3%,” said Pihlak
