Lauri Veski, the Consumer Price Statistics Service Manager at Statistics Estonia, said that the 0.5% month-on-month decrease in the consumer price index is not unusual – there were several similar decreases last year, most recently in December. “However, the year-on-year increase in June was 2.3%, which is the smallest rate since April 2021. To an extent, this can be explained by the high index value in June 2025. But a more significant factor has been the decrease in prices in more than half of the commodity groups, including food and non-alcoholic beverages which has the biggest weight in the calculation of the consumer price index,” added Veski.

Compared with June 2025, the consumer price index was influenced the most by the 7.6% rise in housing-related costs and the 7.5% increase in transport costs. Housing costs were driven up by the higher prices of electricity and natural gas which rose by 18.7% and 30.8%, respectively. The increase in transport costs was due to petrol and diesel fuel being more expensive – their prices were up by 6.4% and 17.3% year on year, respectively. The index rise was slowed down by the 1.5% cheaper prices of food and non-alcoholic beverages and by the 6.3% lower prices of clothing and footwear.

In June, the prices for alcoholic beverages and tobacco increased by 8.9% compared with June last year. “Prices were up by 5.8% for alcoholic beverages and by 16.4% for tobacco, which is partially due to the higher excise duty rates introduced from January 2026. Tobacco excise duty rates were also raised in July 2025,” explained Veski.

Compared with June 2025, among food products, prices increased by 2.3% for ready-made food, by 0.9% for fresh or frozen meat, by 5.6% for eggs and by 5.5% for fresh or frozen fish. Year on year, prices decreased by 6.7% for vegetables, by 23.1% for butter and by 11.6% for apples and stone fruits.

The prices of many products decreased compared with May

Compared with May, the consumer price index for June was influenced the most by the decreases in the prices of food and non-alcoholic beverages (1.2%), petrol (5.5%), diesel fuel (8.6%) and clothing and footwear (3.8%). The increases in the prices of holiday trips (8.3%), electricity (1.5%) and rent (1.4%) had the opposite effect on the index month on month.

As for food products, the index was mainly influenced by the decrease in the prices of fresh vegetables (16.2%), fresh berries (17.6%) and tropical fruits (9.9%) but also, to a lesser degree, by the rising prices of chocolate (2.4%) and citrus fruits (4.3%).
