Helga Laurmaa, leading analyst at Statistics Estonia, said that 133,800 foreign and 117,500 domestic tourists were accommodated in Estonia in April 2025. The number of foreign tourists has shown considerable growth over the last year but has not yet fully recovered from the slump a few years ago. “Compared with April 2024, the number of foreign tourists increased by 16%. It is still lower than in April 2019, the last peak for this month,” said Laurmaa. “The number of accommodated domestic tourists remained similar to April last year but it was actually 11% bigger than in April 2019,” she noted

Year on year, the number of domestic tourists fell, as it did in several months in 2024. Helga Laurmaa, leading analyst at Statistics Estonia, said that 108,000 foreign and 109,000 domestic tourists were accommodated in Estonia in March 2025. “The number of foreign tourists was 7% lower than in March last year and it was also smaller compared with March 2019 (down by 13%),” explained Laurmaa. Similarly to the earlier months of this year, accommodation establishments served more domestic than foreign tourists in March. According to Statistics Estonia, in the fourth quarter of 2023, the gross domestic product (GDP) decreased by 2.7% compared with the same period of 2022. The GDP at current prices was 9.9 billion euros in the fourth quarter. In 2023 as a whole, Estonia’s GDP decreased by 3% and amounted to 37.7 billion euros at current prices.

According to Statistics Estonia, 22.5% of Estonia’s population lived at risk of poverty and 3.5% in absolute poverty in 2022. Compared with 2021, the share of people living at risk of poverty decreased by 0.3 percentage points and the share of people living in absolute poverty increased by 2.1 percentage points.
