The number of tourists from Finland declined for the sixth consecutive month

According to Statistics Estonia, accommodation establishments served 291,000 tourists in October 2025, which is 6% more than in October last year. There were 7% more foreign and 5% more domestic tourists than in the same month last year. The number of tourists from Finland decreased for the sixth month in a row. 

Nearly 153,000 foreign and 138,000 domestic tourists were accommodated in Estonia in October. Among all tourists accommodated in October, foreign tourists held a slightly higher share (52%) than domestic tourists.

Helga Laurmaa, leading analyst at Statistics Estonia, said that the number of foreign tourists has shown growth in most months this year. “Compared with October 2024, there were 7% more foreign tourists accommodated in Estonia in October this year. In comparison with pre-pandemic levels, the number of foreign tourists was down by 12%,” Laurmaa noted. “The number of domestic tourists, however, increased. There were 5% more domestic tourists than in October last year. This exceeded the pre-pandemic level of October 2019 by nearly a fifth,” added Laurmaa.

In October, there were 55,000 tourists from Finland accommodated in Estonia, accounting for 36% of all foreign tourists staying in accommodation establishments. “Although tourists from Finland were the most numerous, their number was down by 4% in October, meaning that there was a year-on-year decrease for the sixth month in a row,” Laurmaa said. Accommodation establishments served almost 26,000 tourists from Latvia (17%) and nearly 9,000 tourists from Germany (6%). Year on year, the number of tourists from many countries, such as Latvia, Germany, the United Kingdom, Sweden and Asian countries, was higher in October.

The greatest share of foreign and domestic tourists are still accommodated in Harju county

Harju county remains the most popular destination among both foreign and domestic tourists. 75% of the foreign tourists stayed overnight in Harju county. Pärnu and Tartu counties were also popular, with 11% and 6% of the foreign tourists staying there, respectively. These were followed by Saare and Ida-Viru counties with 2% each, and Lääne, Lääne-Viru and Valga counties, each of which accommodated 1% of the foreign tourists. Of the domestic tourists, 35% preferred to stay overnight in Harju county, followed by Pärnu (13%), Tartu (11%), Ida-Viru (10%) and Saare (8%) counties. Lääne, Lääne-Viru and Valga counties each accommodated 5% of the domestic tourists.

In October, 77% of the accommodated foreign tourists were on holiday and 18% were on business trips. Of the 138,000 accommodated domestic tourists, 69% were on holiday and 22% were on business trips.

Accommodation prices increased by 4% year on year

In October, there were 958 accommodation establishments open in Estonia. The room occupancy rate was 45%. The average cost of a guest night was €48 per person – this is €2 more than in October 2024. The average cost of an overnight stay per person was €53 in Saare county, €51 in Harju county, €50 in Lääne-Viru county, €46 in Tartu and Võru counties, €43 in Ida-Viru county and €42 in Pärnu county.
