The number of accommodated tourists increased a little in 2025

According to Statistics Estonia, in 2025, Estonian accommodation establishments served about 3.7 million tourists, which is 2% more than in 2024 but 3% less than in 2019 before the pandemic. Compared with 2024, there were more foreign tourists and slightly fewer domestic tourists accommodated last year.

Piret Pukk, leading analyst at Statistics Estonia, said that nearly 1.95 million foreign and 1.74 million domestic tourists were accommodated in Estonia in 2025. “Compared with 2024, there were 5% more foreign tourists and 1% fewer domestic tourists,” she added. “When we compare tourist numbers with those in the pre-pandemic record year 2019, the number of accommodated domestic tourists was 13% higher last year, while the number of foreign tourists was 13% lower,” noted Pukk.

In 2025, the biggest numbers of accommodated foreign tourists arrived from Finland, Latvia and Germany. “In the case of Finnish tourists, their number decreased in almost all months of 2025, except for January and April. As for accommodated Latvian tourists, their number was up year on year in all months except for March,” said Pukk. 

In 2025, the majority of foreign tourists (73%) were accommodated in Harju county, whereas 70% stayed overnight in Tallinn. 11% of foreign tourists were accommodated in Pärnu county and 7% in Tartu county.

Last year, 30% of domestic tourists were accommodated in Harju county, with 25% staying overnight in Tallinn. 14% of domestic tourists were accommodated in Pärnu county, 10% in Tartu county, 10% in Ida-Viru county, 7% in Saare county and 6% in Valga county. Lääne and Lääne-Viru counties each accommodated 5% of domestic tourists.

“In 2020 to 2023, there were more domestic tourists accommodated than foreign tourists. In the last two years, however, the number of foreign tourists in accommodation establishments has exceeded the number of domestic tourists,” said Pukk.

Similarly to 2024, 77% of the accommodated tourists were on holiday, 17% were on business trips and 7% were travelling for other reasons. “The share of holiday trips has increased in recent years and there is less travelling on business,” explained Pukk.

Tourists spent a total of 6.7 million nights in accommodation establishments: foreign tourists stayed for 3.8 million nights and domestic tourists for 2.9 million nights. Compared with 2024, there were 1% more nights spent overall – there were 4% more overnight stays by foreign tourists, while this number decreased by 2% for domestic tourists.

In December year on year, there were more domestic and foreign tourists accommodated

In December 2025, Estonian accommodation establishments served over 300,200 tourists, which is 7% more than in December 2024. Tourists stayed for a total of 547,300 nights. There were more than 138,200 domestic tourists (+4%) and nearly 162,000 foreign tourists (+10%), and they spent almost 224,900 and almost 322,500 nights, respectively. In December, the numbers of domestic and foreign tourists were both higher than in December 2019, the record year for tourism – the numbers were up by 14% and 2%, respectively.

915 accommodation establishments were open in December, with 22,100 rooms and 50,600 bed places available for guests. The room occupancy rate was 45%. The average cost of a guest night was 50 euros per person, which is 2% more than in December 2024. The average cost of a guest night per person was 50 euros or more in Harju, Hiiu, Ida-Viru, Lääne-Viru, Saare, Tartu and Valga counties. In December, the average cost of a guest night was the lowest in the accommodation establishments of Rapla county (22 euros).


Statistics Estonia collects and analyses accommodation data for the Ministry of Economic Affairs and Communications with the aim to determine how the tourism sector is doing. All accommodation establishments with 5 or more bed places are included.
