Accommodation establishments, EMTAK 551, 552, 553
Accommodation establishment – a business entity through which an enterprise provides accommodation services as part of its economic or professional activity. Accommodation establishments can be classified as follows: hotels, motels, guesthouses, hostels, holiday camps, cottages, apartments, bed-and-breakfasts. Tourism accommodation has been divided into two main groups: collective accommodation establishments (serve tourists as business entities) and private tourist accommodation. The accommodation statistics take into account only the data of collective accommodation. Accommodation service – the offer or sale of regular or occasional sleeping accommodation and supplementary goods or services. Accommodated tourist – a tourist or an overnight visitor who stays at least one night in a hotel, motel or any other kind of collective accommodation establishment. Average cost of a guest night – the average cost of one guest night in an accommodation establishment, which includes value-added tax and the cost of breakfast if it is sold with the accommodation service. Bed occupancy rate – the ratio of the number of total overnight stays and the total number of bed places on offer in percentages. The bed places of rooms under repair and of rooms temporarily closed for other reasons are not taken into account. Bed place – a single bed; double bed being counted as two bed places. This unit is used for measuring the capacity of all types of accommodation establishments. Any extra beds are ignored. Bedroom – the unit formed by one room or groups of rooms constituting an indivisible rental in an accommodation establishment or dwelling. Rooms may be single, double or multiple, depending on whether they are equipped permanently to accommodate one, two or several people. The number of existing rooms is the number of rooms that the establishment habitually has available to accommodate tourists, excluding rooms used by the employees working for the establishment. If a room is used as a permanent residence (for more than a year) it should not be included. Bathrooms and toilets do not count as a room. An apartment is a special type of room. It consists of one or more rooms and has a kitchen unit and its own bathroom and toilet. Business trip – a trip organised or paid by the employer with relation to the accomplishment of work-related tasks including participation in congresses, conferences, meetings, seminars, training courses, etc. Foreign or international visitor – a permanent resident of a foreign country who travels within Estonia. Holiday trip – a trip designed to rest: spending annual holidays or weekends, visiting relatives, acquaintances, etc. and other leisure travelling. A premium or a holiday trip paid by the employer is also a holiday trip. Number of nights spent – the number of overnight stays that a guest actually spends (sleeps or stays) in the accommodation establishments or the period during which he/she is registered there (physical presence is not essential). The number of overnight stays is usually larger than the number of accommodated tourists as a tourist may stay longer than one night. Participation in conference – tourists who participated in a conference, training seminar or meeting. Room occupancy rate – the ratio of the number of rooms on offer and actually occupied rooms in percentages. The rooms under repair and temporarily closed for other reasons are not taken into account.

Notifications about the dissemination of statistics are published in the release calendar, which is available on the website. Every year on 1 October, the release times of the statistical database, news releases, main indicators by IMF SDDS and publications for the following year are announced in the release calendar (in the case of publications – the release month).
All users have been granted equal access to official statistics: dissemination dates of official statistics are announced in advance and no user category (incl. Eurostat, state authorities and mass media) is provided access to official statistics before other users. Official statistics are first published in the statistical database. If there is also a news release, it is published simultaneously with data in the statistical database. Official statistics are available on the website at 8:00 a.m. on the date announced in the release calendar. |

ESQRS based quality report has been submitted to Eurostat. Data on the population and respondents are published in the Statistical Database, table TU17: Population and respondents of the survey of accommodation establishments (months). |
To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia is also guided by the requirements in § 7. “Principles and quality criteria of producing official statistics” of the Official Statistics Act.
Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions. |

The response rates in different groups are published in the Statistical Database. |
The data is comparable to the data of other European Union countries, because a common methodology is used for accommodation statistics.
Since 2006, the data of accommodation establishments with 1-4 bed places are excluded. Since 2002, accommodation statistics covers also rehabilitation centres providing accommodation services.
The definitions of accommodation establishments in Accommodation survey and in Tourism survey are coherent.
The internal consistency of the data is ensured by the use of a common methodology for data collection and data aggregation. |
The data revision policy and notification of corrections are described in the section Principles of dissemination of official statistics of the website of Statistics Estonia.
The published data may be revised if the methodology is modified, errors are discovered, new or better data become available within two years from the end of the reference period. |
SURVEY DATA The population is 1,700 objects. All accommodation establishments with 5 and more bed places are observed. ADMINISTRATIVE DATA Not used DATA FROM OTHER STATISTICAL ACTIVITIES Not used
Monthly | |
Data are collected and the submission of questionnaires is monitored through eSTAT (the web channel for electronic data submission). The questionnaires have been designed for independent completion in eSTAT and include instructions and controls. The questionnaires and information about data submission are available on the website of Statistics Estonia in the section Questionnaires. Data are collected with the monthly statistical questionnaire “Accommodation activity”.
Arithmetic and qualitative controls are used in the validation process, including comparison with the data of previous periods and other surveys.
In the case of missing or unreliable data, estimate imputation based on established regulations will be used. Variables and statistical units which were not collected but which are necessary for producing the output are calculated. New variables are calculated by applying arithmetic conversion to already existing variables. This may be done repeatedly, the derived variable may, in turn, be based on previously derived new variables. Microdata are aggregated to the level necessary for analysis. This includes aggregating the data according to the classification, and calculating various statistical measures. The collected data are converted into statistical output. This includes calculating additional indicators.
