A total of 737,873 dwellings were counted in the 2021 Population and Housing Census, based on registers. Compared to the 2011 census, 47,793 new dwellings have been built, which is 1000 fewer than in the previous ten years (2001–2011). According to census data, there are now 14% more private houses than 10 years ago and 24% of all dwellings are vacant.

Eveli Šokman, team lead of producer price statistics at Statistics Estonia, said that, compared with April 2024, the producer price index was most affected by price increases in the manufacture of wood and wood products, in electricity and heat energy production, and in the manufacture of food products. “Falling prices in the manufacture of fuel oils and paper and paper products had the opposite effect on the index. The construction price index expresses the change in the cost of construction taking into consideration the price changes of basic inputs. These are divided into three main groups: labour, building materials and building machines. The calculation of the construction price index covers four groups of buildings: detached houses, blocks of flats, industrial buildings and office buildings. Price information is collected by a sample survey covering construction, rental and wholesale companies and retail enterprises in ten cities. The construction price index is published quarterly.
