In 2017, the social protection field was mostly characterised by growth trends: the average old-age pension exceeded 400 euros, labour market measures are being used more and there is a greater variety of them, the expenditure on family allowances increased and new allowances for large families were added. The number of old-age pensioners and subsistence benefit recipients has declined.

General Government's consolidated budget stayed in deficit

According to preliminary data of Statistics Estonia, the Estonian general government sector deficit was 3% and the gross debt level was 4.8% of Gross Domestic Product (GDP) in 2008. The general government budget’s deficit remained within the limits set out in the Maastricht Treaty.

At-risk-of-poverty rate

Being at risk of poverty means that a person’s income is below the at-risk-of-poverty threshold. The threshold is calculated on the basis of equivalised disposable income that takes into account the composition of the household (the weight of the first adult member is 1, the weight of each additional member aged at least 14 years is 0.5 and the weight of everyone under 14 years of age is 0.3), i.e. the total household income is divided by the sum of equivalence scales of household members. According to Statistics Estonia, an estimated 80% of the population aged 20–64 participated in adult education in the previous year*. Participation in adult education is higher among women, younger age groups, people with higher educational attainment, and native speakers of Estonian. Self-development has become considerably more popular among 50–64-year-olds. At the same time, the results indicate that two out of five adults would have liked to study more.
