Sigrid Saagpakk, analyst at Statistics Estonia, said that, in the first quarter of 2025, the average monthly gross wages and salaries were the highest in Tallinn (2,384 euros) and in Harju (2,263 euros) and Tartu (2,023 euros) counties. “Compared with the first quarter of last year, the biggest increase in wages was seen in Tartu (7.2%) and Ida-Viru (6.9%) counties. The rise in average monthly wages was the slowest in Harju county, excluding Tallinn – 4.8%,” noted Saagpakk. “Looking at the wage change trend, wage growth is still slower now than in 2023,” said Sigrid Saagpakk, analyst at Statistics Estonia. Average wages in seven groups of economic activities are higher than the national average Saagpakk stated that the average monthly gross wages and salaries in the third quarter of 2024 were the highest in information and communication (€3,506), financial and insurance activities (€3,068), and electricity, gas, steam and air conditioning supply (€2,540). The lowest average monthly gross wages and salaries were seen in accommodation and food service (€1,285)

According to Statistics Estonia, the average monthly gross wages and salaries in the second quarter of 2024 were €2,007, which is 7.2% higher than in the same quarter the year before. The median wages were €1,641 in the second quarter of this year and €1,524 in the same quarter of 2023.

Since the first quarter of 2023, Statistics Estonia uses the data from the employment register of the Tax and Customs Board and the income and social tax declarations to publish the average wages and salaries. People working under employment contracts, the Civil Service Act*, and service contracts are included.

According to Statistics Estonia, the average monthly gross wages and salaries in the second quarter of 2023 were 1,873 euros, which is 12.4% higher than in the same quarter last year. The median wages were 1,524 euros in the second quarter this year.

According to Statistics Estonia, the average gross monthly wages and salaries in the first quarter of 2023 were 1,741 euros, which is 13.3% higher than at the same time last year. The median wages, however, were 1,424 euros. The average real wages in the first quarter of 2023 were 1,443 euros, 3.2% lower than last year.

In 2022, the average monthly gross wages and salaries in Estonian companies, institutions, and organisations were 1,685 euros, which is 8.9% more than in 2021. However, the average real wages decreased by 8.8% to 1,358 euros last year.

According to Statistics Estonia, in the first quarter of 2022, the average monthly gross wages and salaries were 1,593 euros, which is 8.1% more than at the same time last year.

According to Statistics Estonia, in the 2nd quarter of 2022, the average monthly gross wages and salaries were 1,693 euros, which is 10.1% more than at the same time last year.

According to Statistics Estonia, in the third quarter of 2021, the average monthly gross wages and salaries were 1,553 euros, which is 7.8% more than the year before. Gross wages and salaries were highest in Harju and Tartu counties, and in information and communication, financial and insurance activities and the energy sector.
