According to Statistics Estonia, 21.7% of the Estonian population lived at risk of poverty and 2.4% lived in absolute poverty in 2018. Compared to 2017, the share of people at risk of poverty decreased by 0.2 percentage points and the share of those living in absolute poverty by 0.3 percentage points.

According to Statistics Estonia, 2.3% of the population of Estonia lived in absolute poverty and 20.7% lived at risk of poverty in 2019. Compared to 2018, the share of people at risk of poverty fell by one percentage point. The share of people living in absolute poverty rose by 0.1 percentage point.

According to Statistics Estonia, in the 3rd quarter of 2018, the unemployment rate was 5.2%, the employment rate was 68.2% and the labour force participation rate was 72%. The unemployment rate remained low and is similar to that of economic boom years. The employment rate and the labour force participation are even higher than during the boom years. Employment of older persons is at a record high.

How great is inequality in Estonia and how is it divided? As part of the analysis, 11 person profiles were created to depict social gaps and inequality in Estonia. The profiles included a person’s household type, number of children in the household, as well as age, sex, education, ethnic nationality, place of residence, disability and its degree, income, employment, benefits received, distance between place of residence and place of work, health status and satisfaction with life.

The focus of the global goal “No Poverty” is to end poverty by reducing it through strengthening social protection systems and increasing employment and incomes. The 2030 Agenda set the target to reduce by 2030 at least by half the share of men, women and children who according to national definitions live in poverty in any of its dimensions. The measure for ending poverty is social protection of vulnerable social groups, incl. adequate systems of subsistence benefits and pensions.
