The Statistical Council, formed by the order of the Government of the Republic, convened on 26 November. At the meeting, the results of the second trial census of the population and housing census were presented. The Statistical Council supports the decision of Statistics Estonia to combine the register-based census with sample surveys.

Statistics Estonia invites all Estonian residents to fill in the census e-questionnaire by Saturday. So far (by January 16), 450,000 persons, or around 35% of the Estonian population, have been enumerated based on the short five-minute questionnaire.

According to Statistics Estonia, in the 1st quarter of 2019, the labour force participation rate was 70.8%, the employment rate 67.5% and the unemployment rate 4.7%. The labour force participation rate and the employment rate remained at a similar level compared to the same quarter of the previous year. On 7 October, Statistics Estonia will launch a pilot Labour Force Survey, which will be conducted in parallel to the regular Labour Force Survey. The aim of the pilot survey is to test the renewed questionnaire and methodology, which will be implemented in 2021. This is the first time that the respondents can use an online questionnaire and the sample of the survey will include persons aged 75‒89.

Statistics Estonia's Adult Education Survey* shows that people take part in training to perform their jobs better. However, people attend an educational institution when they wish to improve their knowledge. In 19% of cases, a higher degree has also led to a new job or a higher salary. In the first week of December, Statistics Estonia launched the Time Use Survey. The survey takes place every ten years and will end in 2021. Information is collected about how and where people over the age of 10 spend their time and what modes of transport they use.
