Statistics Estonia’s survey on information technology in households shows that inhabitants of Estonia are active users of the internet, but businesses need to protect themselves from security threats.

According to Statistics Estonia, in 2019, 90% of households had internet connection at home and it is used daily or almost daily by 98% of 16–44-year-olds. Enterprises contribute increasingly to improving their ICT security measures and policies.

In Estonia, the general government sector comprises three sub-sectors: central government, local governments, and social security funds. The central government sub-sector includes state budget units, foundations, and legal entities governed by public law. According to Statistics Estonia's survey on information technology, the use of artificial intelligence-based technologies has risen significantly in 2024 compared with the previous year, and cyber security has become increasingly important. 5% of enterprises used at least one AI technology in 2023, whereas in 2024, this figure has risen to 14%. Of large enterprises, 10% said they had experienced a disclosure of confidential data.

Sigrid Saagpakk, analyst at Statistics Estonia, said that a smart TV is the most common Internet of Things device in Estonia, used by 57% of internet users. “The second most popular group of devices includes smart watches, wireless headsets and GPS devices, which are used by over a half (53%) of the respondents. Internet-connected home audio systems and smart speakers are also fairly common (28%),” added Saagpakk. According to the preliminary* data of Statistics Estonia, in 2023, the Estonian general government deficit was 3.4% and the debt level was 19.6% of the gross domestic product (GDP). At the end of last year, the total expenditures of the general government exceeded revenues by 1.3 billion euros.
