Statistics Estonia will organise the pilot census of the 2011 Population and Housing Census in nine local governments of Estonia in autumn 2009. About 10,000 persons and their dwellings will be enumerated during the census.

According to Statistics Estonia, the opinions of immigrants with knowledge of the Estonian language differed significantly from the opinions of immigrants without knowledge of the Estonian language with respect to belonging to the Estonian society and considering Estonia as their home country.

According to Statistics Estonia, the pilot Census of the 2011 Population and Housing Census (REL 2011) will take place in nine local governments of Estonia from 31 December until 31 March. The organisation, methodology and information system of the Census will be tested. For the first time the opportunity for electronic enumeration on the Internet is provided.

According to the data of the 2011 Population and Housing Census (PHC 2011), 34% of the Estonian population aged 20 and over have higher education, 45% have upper secondary education and 21% have lower secondary education or less.

Maali Käbin, analyst at Statistics Estonia, said that information about ethnic nationality is obtained from various state registers and databases. “The main source is the population register. Tea Vassiljeva, leading analyst at Statistics Estonia, said that the decline in unemployment is a sign that the economy is improving. “However, there are no grounds for optimism yet, as there has been no rise in employment and the share of economically inactive people among the working-age population is substantial,” added Vassiljeva. In the second quarter, the number of employed persons was 691,600 – this is 5,700 fewer than a year earlier but 5,300 more than in the first quarter. The employment rate was 68.6%, which is slightly lower than last year and just 0.6 percentage points higher than
