The dwelling price index rose by 5.8% year on year
According to Statistics Estonia, in the second quarter of 2026, the dwelling price index increased by 3.5% compared with the first quarter and by 5.8% compared with the second quarter of 2025.
Hendrik Pungar, data scientist at Statistics Estonia, said that, compared with the first quarter, apartment prices were up by 3.2% and the prices of houses by 4.3% in the second quarter. “The prices of new apartments fell slightly in Tartu and Pärnu cities and in areas bordering Tallinn and rose a little in Tallinn and elsewhere in Estonia. In the case of houses, prices increased for both newly built and existing houses,” noted Pungar.
Compared with the second quarter of 2025, apartment prices were up by 5.3% and the prices of houses by 6.8%. “The year-on-year change in apartment prices was the lowest of the last four quarters. While the prices of houses increased year on year, the rise was still lower than a year ago,” added Pungar.
There was an increase in the monetary volume of transactions with existing apartments outside Tallinn
The monetary volume of transactions in the second quarter of 2026 was higher than in the first quarter of this year but lower than in the second quarter of last year. Year on year, the total value of transactions decreased for new apartments and for new and existing houses. “There was an increase in the monetary volume of transactions involving existing apartments. It was primarily boosted by transactions with apartments located outside Tallinn, as the total value of transactions with existing apartments in Tallinn declined,” said Pungar.
The dwelling price index expresses the changes in the square metre prices of transactions made by households for the purchase of dwellings, and it is compiled for apartments and houses (detached, semi-detached, and terraced houses).

In the second quarter, the owner-occupied housing price index increased by 3.1% compared with the first quarter and by 4.8% compared with the second quarter of 2025.
The owner-occupied housing price index expresses the changes in the prices of the acquisition of dwellings new to the household sector and other goods and services that households purchase in their role as owner-occupiers. The index consists of the acquisition of dwellings, other services related to the acquisition of dwellings, major repairs and maintenance, and insurance connected with dwellings.
The main representative of public interest for the dwelling price index and owner-occupied housing price index is the Ministry of Finance, commissioned by whom Statistics Estonia collects and analyses the data necessary for conducting the statistical activity. The data help to get an overview of the current state of the Estonian economy.
