Over half a million tourists stayed in accommodation establishments in July
According to Statistics Estonia, accommodation establishments served nearly 502,000 tourists in July 2025, which is 1% less than in the same month a year earlier. There were 2% more foreign tourists and 5% fewer domestic tourists than in July last year.
278,000 foreign and approximately 224,000 domestic tourists were accommodated in Estonia in July. “As in July last year, we had more foreign tourists (55%) than domestic tourists (45%) accommodated in this year’s July,” said Helga Laurmaa, leading analyst at Statistics Estonia.
In 2025, the number of foreign tourists staying in our accommodation establishments has increased in almost every month. “Compared with July last year, the number of foreign tourists was up by 2%, but it was still 15% lower than in July 2019, before the pandemic,” she noted. There were 5% fewer domestic tourists in accommodation establishments than in July 2024, but compared with July 2019, the number of domestic tourists has increased by 14%.
The largest number of tourists arrived in Estonia in July this year from Finland – a total of 118,000, accounting for more than 42% of all foreign tourists accommodated in Estonia. Accommodation establishments hosted 24,000 tourists from Latvia, 22,000 tourists from Germany, 12,000 tourists from Lithuania and more than 10,000 tourists from the United States. “Year on year, there was a decrease in the number of tourists from Finland (down by 7%), but an increase in the number of tourists from Latvia (up by 10%), Germany (up by 20%), Lithuania (up by 18%) and the United States (up by 35%),” said the analyst.
Harju county hosted the highest number of tourists
In July, 86% of the accommodated foreign tourists were on holiday and 10% were on business trips. 67% of the foreign tourists preferred to stay overnight in Harju county, followed by Pärnu (13%), Tartu (7%) and Saare (5%) counties and Ida-Viru, Lääne and Lääne-Viru counties, each of which accommodated 2% of the foreign tourists. Valga and Viljandi counties each hosted 1% of the foreign tourists.
“Domestic tourists also stayed in accommodation establishments in July mainly for holiday purposes (80%). The largest share of domestic tourists (22%) was accommodated in Harju county. This was followed by Pärnu (17%), Ida-Viru and Saare counties (10% each) and Tartu county (8%). Lääne, Lääne-Viru and Valga counties each accommodated 6% of the domestic tourists,” Laurmaa stated.
Tourists spent a total of nearly 932,000 nights in accommodation establishments: foreign tourists stayed for 531,000 nights and domestic tourists for 401,000 nights.
In July this year, 1,233 accommodation establishments served visitors in Estonia. For comparison, 1,238 accommodation establishments welcomed guests in July last year and 1,403 in July 2019. In July 2025, there were almost 26,000 rooms and 61,000 bed places available for guests. The room occupancy rate was 59%. The average cost of a guest night was €56 per person. “This is 14% more than in July 2024 and 40% more than in July 2019,” the analyst noted.
