HICP flash estimate: prices down by 0.5% in November
According to the preliminary estimate of Statistics Estonia, in November 2025, the harmonised index of consumer prices (HICP), which includes the expenditures of tourists, decreased by 0.5% compared with October. Compared with November last year, the HICP rose by 4.7%. This is a flash estimate, which will be refined once more detailed data on November prices are received.
The consumer price index uses weights reflecting the average expenditure structure of Estonian residents, while the harmonised index of consumer prices also takes into account the expenditures of tourists and is comparable to the international HICP.
“According to initial estimates, the decline in the HICP in November was influenced by cheaper holiday trips, airline tickets, and hotel accommodation,” stated Lauri Veski, team lead of consumer price statistics at Statistics Estonia.
The consumer price index data for November will be published by Statistics Estonia on Friday, 5 December. The November data on the harmonised index of consumer prices will be published on 16 December.
