HICP flash estimate: prices up by 0.9% in August

According to the preliminary estimate of Statistics Estonia, in August 2025, the harmonised index of consumer prices (HICP), which includes the expenditures of tourists, increased by 0.9% compared with July. In comparison with July last year, the HICP rose by 6.2%. The HICP is a flash estimate, which will be revised based on the August price data.

The consumer price index uses weights reflecting the average expenditure structure of Estonian residents, while the harmonised index of consumer prices also takes into account the expenditures of tourists and is comparable to the international HICP.

Lauri Veski, team lead of consumer price statistics at Statistics Estonia, said that according to preliminary estimates, prices rose in all major sectors in August. “The only sector to see a decline in prices was food service and accommodation, driven by accommodation services,” Veski added.

The consumer price index data for August will be published by Statistics Estonia on 5 September. The August data on the harmonised index of consumer prices will be published on 16 September.

A new model for calculating the electricity price is still being developed

Statistics Estonia plans to implement a new electricity price calculation model at the beginning of 2026.

The presentation of the analysis of the electricity price level adjustment and the new model for calculating the electricity price, which was planned for 5 September, has been postponed. The model still needs to be tested with revised data.

The new model makes it possible to show what the adjusted CPI and inflation level from 2021 to the present would be, also indicating what the CPI and inflation would be now if the level adjustment were made immediately. Before the model is adopted, it needs to be approved by Eurostat. We will announce the date of the press conference presenting the analysis of the electricity price level adjustment and the new electricity price calculation model as soon as possible.
