Construction price index up by 1.7% compared with the third quarter of last year
According to Statistics Estonia, in the third quarter of 2025, the construction price index increased by 0.2% compared with the second quarter and by 1.7% compared with the third quarter of 2024. Year on year, the construction price index was affected the most by the rising prices of building materials.
“In the third quarter, the 2% higher cost of materials had the biggest impact on the construction price index compared with the third quarter of last year. The costs of labour force and building machines both rose by 1.2%,” said Ülo Paulus, leading analyst at Statistics Estonia.
Compared with the second quarter of 2025, labour costs increased by 0.4% and materials were 0.3% more expensive, while the cost of using building machines decreased by 0.6%. “Prices associated with building machines were mainly driven down by savings from adjusted fuel prices. The higher cost of materials was primarily due to the rising prices of concrete products and wood products,” explained Paulus.
The repair and reconstruction work price index for the third quarter of 2025 rose by 0.3% compared with the second quarter and by 1.9% compared with the third quarter of 2024.

The construction price index expresses the change in construction expenditures taking into consideration the price changes of three basic inputs: labour force, building machines, and building materials. The calculation of the construction price index covers four groups of buildings: detached houses, blocks of flats, industrial buildings, and office buildings. The repair and reconstruction work price index covers office buildings.
Statistics Estonia collects and analyses data for the construction price index for the Ministry of Economic Affairs and Communications to understand how the Estonian economy is doing.
Data as at 21 October are published. The indicator values may change if there are any revisions made in the data sources after this date.
