Construction price index up by 1.4% compared with the second quarter of last year

According to Statistics Estonia, in the second quarter of 2025, the construction price index increased by 0.9% compared with the first quarter and by 1.4% compared with the second quarter of 2024. Compared with the beginning of the year, the construction price index in the second quarter was most affected by the prices of building materials, which began to go up again.

Ülo Paulus, leading analyst at Statistics Estonia, pointed out that in the second quarter, compared with the same period in 2024, the construction price index was primarily influenced by the increase in wages of workers, which accounted for 37% of the index change. However, the impact of wage growth on the change in the index was 5.5 percentage points lower than last year. “Compared with the first quarter of 2025, labour force was 0.1% more expensive, whereas the cost of using building machines and the price of building materials each increased by 1.2%. The rise in the cost of machinery was primarily driven by higher transport costs, while the increase in material prices was mainly due to higher prices of wood and wood products,” Paulus explained.

The repair and reconstruction work price index in the second quarter rose by 1.4% compared with the first quarter of 2025 and by 1.3% compared with the second quarter of last year.

The construction price index expresses the change in construction expenditures taking into consideration the price changes of three basic inputs: labour force, building machines, and building materials. The calculation of the construction price index covers four groups of buildings: detached houses, blocks of flats, industrial buildings, and office buildings. The repair and reconstruction work price index covers office buildings.

Statistics Estonia collects and analyses data for the construction price index for the Ministry of Economic Affairs and Communications to understand how the Estonian economy is doing.
