Statistics Estonia searches for district heads of the Population Census
For conducting the 2011 Population and Housing Census (PHC 2011), Estonia has been divided into 15 districts according to population density and natural borders. “For example Tallinn consists of five districts, at the same time the rest of Estonia includes ten districts as total,” said Ms Maris Post, Fieldwork Head of PHC 2011. District centres of the Population Census are situated in nine cities: in Tallinn, Pärnu, Haapsalu, Narva, Viljandi, Paide, Tartu, Rakvere and Võru. The work of each district is controlled by district head, to whom enumerators and supervisors of enumerators report.
Big challenge in terms of management
To participate in the job competition, one must have previous experience in management, higher education and good command of the language. The main task of the district head is to ensure smooth organisation of the Population Census in his/her district.
“We are searching for active and ambitious people since the task of one district head is to organise interviews with over 80,000 persons on an average (one fifteenth of Estonia). The district head has to supervise 170 persons directly or indirectly,” noted Ms Maris Post, Fieldwork Head of PHC 2011. “The Population Census is the biggest survey of the decade which concerns each person in Estonia and a very big challenge in terms of management,” she added.
It is possible to register for the vacancy
Although the recruitment of supervisors of enumerators and enumerators who are subordinated to district heads will begin in autumn this year, the persons interested in these jobs can already start registering. One has to fill in the corresponding form on the website of Statistics Estonia and when the competition is announced, a memo will be sent by e-mail to those having registered. For conducting PHC 2011, Statistics Estonia has planned to recruit over 2,400 persons for different work periods: 2,200 enumerators (incl. 200 enumerators on-call time), 132 supervisors of enumerators and 15 district heads and 90 data processing operators. All job offers will be published on the website /uudised/population-census where also short descriptions of jobs and requirements for them can be found.
In Estonia, the Population and Housing Census will be carried out from 31 December this year until 31 March next year. The electronic Population and Housing Census or e-census, where the permanent residents of Estonia can fill out questionnaires on the Internet, will take place during the first month (31.12.2011–31.01.2012). Those who do not participate in the e-census will be visited by interviewers in the period 16.02–31.03.2012.
In 2011 the Population Census will be conducted for the eleventh time in the territory of Estonia. Previous censuses were carried out in 1881, 1897, 1922, 1934, 1941, 1959, 1970, 1979, 1989 and 2000. In 2010 and 2011 Population and Housing Censuses will be held in the majority of countries all over the world.
