Consideration is given to whether
- housing is accessible to all;
- dwellings satisfy modern energy and safety requirements.
Housing statistics reflect the number of dwellings and the change over time. Housing statistics serve as the basis for housing policy-making.

A little over a tenth of dwellings were built in this century
According to Statistics Estonia, on 1 January 2018, there were 718,600 dwellings in Estonia, of which nearly 76%, or 542,500, were occupied. Of these, 99.1% were conventional dwellings and other housing units, and 0.9% were collective living quarters.

Three times more dwellings in Estonia compared to 100 years ago
According to Statistics Estonia, on 1 January 2017, there were 706,000 dwellings in Estonia, of which 76% were occupied. Compared to 1922 when there were 252,000 dwellings in Estonia, the number has nearly tripled.
