To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia is also guided by the requirements in § 7. “Principles and quality criteria of producing official statistics” of the Official Statistics Act.
Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions. |

Use of administrative data ensures complete coverage and timeliness. The Labour Force Survey data are complete and in compliance with the data composition requirements of the Labour Force survey regulation of the European Commission. |
The accuracy of source data is monitored by assessing the methodological soundness of data sources and the adherence to the methodological recommendations. The type of survey and the data collection methods ensure sufficient coverage and timeliness.

The people who enter data in the register may make mistakes during data entry, which are impossible to discover. Institutions may not update all the data annually as required. |
The output has been generated based on the ESSnet Culture (European Statistical System network on culture) methodology. Data published by some European Union countries may not (yet) be based on the same methodology – therefore, comparability may be limited to a few countries.
The data are comparable over time.
Differences in the methodology, especially in the data collection instrument, need to be taken into account when comparing the statistics with data from other sources.
The outputs of the statistical activity are coherent. |
SURVEY DATA Not used ADMINISTRATIVE DATA Education data are obtained from the Estonian Education Information System (EHIS) of the Ministry of Education and Research. Data on the state cultural sector expenditure are obtained from the system of governmental accounts of the State Shared Service Centre. DATA FROM OTHER STATISTICAL ACTIVITIES Data from statistical activities 20902 “Statistics of economic units”, 40203 “Household Budget Survey” and 40701 “Labour Force Survey” are used.

The data are compared with the data of previous periods. All columns are checked to make sure that they have been completed as required.
In the case of missing or unreliable data, estimate imputation based on established regulations is used. Variables and statistical units which were not collected but which are necessary for producing the output are calculated. New variables are calculated by applying arithmetic conversion to already existing variables. This may be done repeatedly, the derived variable may, in turn, be based on previously derived new variables. Microdata are aggregated to the level necessary for analysis. This includes aggregating the data according to the classification and calculating various statistical measures, such as the average, median, dispersion, etc. The collected data are converted into statistical output. This includes calculating additional indicators.
