To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, the European Statistics Code of Practice and the Quality Assurance Framework of the European Statistical System (ESS QAF). Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions. |

Until 2019, the data were well comparable between counties and Tallinn. Since 2020, the sport participants of sports clubs with branches are shown in the branch location, whereas before they were included in the location of the sports organisation. This change caused a significant decrease in the number of sport participants in Tallinn and an increase, e.g., in Tartu and Viljandi counties. The biggest change occurred in the numbers of bodybuilding and fitness sport participants and aerobics and group training sport participants in counties. Geographical comparability at international level cannot be assessed.
The time series starts from 2010, excl. revenue/expenditure, which starts from 2012. The data are comparable over time (incl. by sport), but some data on sports organisations are missing for some years, as a result of which some data are undercovered. When comparing the data on hobbyists, occasional changes made in the sports classification should be taken into account. Since 2017, the data are received from the Estonian Sports Register as at 31 December, while in previous years, the data could be submitted within six months following the reference year.
The data on sports organisation types, their revenue and expenditure and sports participants are collected only by the Estonian Sports Register. Questions about participants in sports and fitness activities have been included in various surveys (e.g. the Time Use Survey, Tourism Module Survey, etc.), which are conducted multi-annually. The data collection methods and definitions vary by survey and differ from those used by the Estonian Sports Register, due to which the results are not comparable. For instance, the surveys take into account participation in sports outside sports clubs and consider certain activities not provided in sports clubs as fitness activities, etc.
The outputs of the statistical activity are coherent. Due to rounding, the sums received by adding numbers in tables are not always equal with the total. |
The data revision policy and notification of corrections are described in the section Principles of dissemination of official statistics of the website of Statistics Estonia.

The data are compared with the data of previous periods. All columns are checked to make sure that they have been completed as required.
Variables which were not collected but which are necessary for producing the output are calculated. New variables are calculated by applying arithmetic conversion to already existing variables. Microdata are aggregated to the level necessary for analysis. The collected data are converted into statistical output. This includes calculating additional indicators.
