Passenger transport by road (until 2015)
Passenger transport by bus (number of passengers, and passenger traffic volume) on county lines, city routes, rural routes, distance domestic routes, international routes, occasional services domestic and international occasional service as well traffic of trams and trolley buses.
Estonian Classifcation of Economic Activities (EMTAK 2008) based on NACE Rev. 2
Road transport enterprises, NACE Rev 2 493 and 494
County line – passenger transportation by local county lines, the road of the start and end point are located in the same administrative territory of the county. The county line includes the public, commercial and special line transport. Domestic traffic – the origin and the destination point are inside of Estonia. Highway line – passenger transport line, the road is located in different counties. International traffic – the origin and/or destination point is outside of Estonia. Non-scheduled traffic – customer transporter or transport initiative formed a group of passengers between the carrier and the customer order or contract. Passenger traffic volume (in passenger-kilometres) – one passenger-kilometre is the transport of one person across a distance of one kilometre. Urban transport – passenger transportation by local urban lines, the road of the initial and end point are located in the administrative territory of the town. The urban line includes the public, commercial and special line transport. Volume of transport – to estimate the volume of transport, the variables – the total number of carried passengers and passenger traffic volume (in passenger-kilometres) – are used.

The dissemination of data collected for the purpose of producing official statistics is guided by the requirements provided for in § 34 and § 35 of the Official Statistics Act.
The treatment of confidential data is regulated by the Procedure for Protection of Data Collected and Processed by Statistics Estonia: http://www.stat.ee/dokumendid/19410. |
Notifications about the dissemination of statistics are published in the release calendar, which is available on the website. On 1 October each year, the release times of the Statistical Database, news releases, main indicators by IMF SDDS and publications are announced in the release calendar (in case of publications – the release month).

All users have been granted an equal access to official statistics: this means that the dissemination dates of official statistics have to be announced in advance and no user category (incl. Eurostat, state authorities and mass media) can have access to the official statistics (results of official statistical surveys) before other users. Statistical information is first published in the Statistical Database. In case a news release is published based on the same data, the information provided in the relevant news release is simultaneously published in the Statistical Database. Official statistics are available on the website at 8.00 a.m. on the date announced in the release calender. |
The news release „Transport” once a year. The news release can be viewed on the website http//www.stat.ee/news-releases.

To assure the quality of processes and products, Statistics Estonia applies the EFQM Excellence Model, EU Statistics Code of Practice and the ESS Quality Assurance Framework (QAF). Statistics Estonia is also guided by the requirements provided for in § 7. „Principles and quality criteria of producing official statistics” of the Official Statistics Act.
Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process (this information includes, among other things, feedback from users, process metadata, system metrics and suggestions from employees). This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions. |
Ministry of Economic Affairs and Communications Ministry of the Environment Users’ suggestions and information about taking them into account are available on the SE website http://www.stat.ee/tooplaan.
Since 1996 Statistics Estonia conducts reputation surveys and user surveys. All results are available on the website http://www.stat.ee/user-surveys.
In compliance with the rules (regulations). |
The data comply with the definitions of the Eurostat/OECD/UNECE Common Questionnaire on transport.
The data are comparable across time.
Comparable with other transport modes same indicators.
The outputs of the statistical activity are coherent. Higher-level aggregations are derived from detailed data according to pre-defined procedures. |
The data revision policy and notification of corrections are described in the dissemination policy of Statistics Estonia http://www.stat.ee/dissemination-policy.
The published data may be revised if the methodology is modified, if errors are discovered, if new or better data become available within a year from the end of the reference period. |
SURVEY DATA Total population involves 1,500 objects. The sample includes 480 objects. Complete enumeration is applied in the case of enterprises whose main activities are passenger transport by road. In transport of goods by road all enterprises with 20 or more employees are enumerated completely. The rest of enterprises have been sampled. ADMINISTRATIVE DATA Not used. DATA FROM OTHER STATISTICAL ACTIVITIES Not used.

Data are collected through eSTAT (the web channel for electronic data submission) and from administrative data sources. eSTAT is also used to monitor the completion of questionnaires. The questionnaires have been designed for completion in eSTAT by the respondents themselves and they include instructions and controls. The questionnaires and information about data submission are available on Statistics Estonia’s website at http://www.stat.ee/andmete-esitamine (in Estonian). Data are collected with the quarterly statistical questionnaires „Maanteetransport” and „Tramm-troll”.
Arithmetic and qualitative controls are used in the validation process, including comparison with the data of previous periods and other surveys.
In case of missing or unreliable data, the estimates are imputed according to the relevant guidelines. The data of non-responding enterprises with fewer than 20 employees are replaced with the respective average for similar enterprises or with the data for the previous period. The data of non-responding enterprises with 20 or more employees are replaced with the data for the previous period. The variables and statistical units which were not collected directly but are required for output generation are calculated. In order to calculate new variables, mathematical expressions are applied to existing variables. The process may be repeated, i.e. a derived variable may be based on other derived new variables. Weights are calculated for the statistical units which are used to expand the data of the sample survey to the population. Microdata are aggregated before analysis. This covers data summarisation according to the classification and the calculation of various statistical indicators (e.g. mean, median, dispersion etc.). The indicators to be published are calculated on the basis of the collected data.
