Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). Data are collected through eSTAT (the web channel for electronic data submission). eSTAT is also used to monitor the completion of questionnaires. The questionnaires have been designed for completion in eSTAT by the respondents themselves and they include instructions and controls. The questionnaires and information about data submission are available on Statistics Estonia’s website at http://www.stat.ee/andmete-esitamine (in Estonian). Data are collected with the annual statistical questionnaire „Põllumajandussaadused”. | |
Arithmetic and qualitative controls are used in the validation process, including comparison with other data. | |
Weights are calculated for the statistical units which are used to expand the data of the sample survey to the population. For estimating population totals, the sample data on agricultural holdings are grossed up separately in each stratum. The expansion factor is the ratio of each subpopulation to the number of respondents in that stratum. In case of missing or unreliable data, the estimates are imputed according to the relevant guidelines. The data of non-responding holdings are replaced with the respective average for similar holdings who responded. The variables which were not collected directly but are required for output generation are calculated. In order to calculate new variables, mathematical expressions are applied to existing variables. The process may be repeated, i.e. a derived variable may be based on other derived new variables. Microdata are aggregated before analysis. This covers data summarisation according to the classification and the calculation of various statistical indicators (e.g. mean). The indicators to be published are calculated on the basis of the collected data. | |
