Non-methane volatile organic compounds (VOC) – VOC emissions are associated with the emergence of organic solvents, and the use of fossil fuels for transport and production. Volatile organic compounds are the source of photochemical smog. Some volatile organic compounds, such as benzene and 1,3-butadiene, are carcinogenic. Nitrogen oxides (NO₂) – NO and NO₂ are included. For reasons of comparability, emissions of these gases are expressed in NO₂ units. Nitrogen oxides are formed mainly in internal combustion engines, and during the decomposition of nitrogen fertilizers in the soil. During combustion of the fuel nitrogen in the air reacts with oxygen, therefore, emissions of nitrogen oxides occur evenin case when the fuel does not contain nitrogen (for example, natural gas). Stationary source – single source of air emissions with permanent location, included sources portable after after some time, or small group of air emission sources in the territory. Carbon monoxide (CO) –a product of incomplete combustion of fuels. Carbon monoxide emissions depend on the fuel type and the combustion conditions. Particulate matter – solid particles and liquid droplets contained in smoke, dust etc. Sulphur dioxide (SO₂) – is formed in the combustion of fuels which contain sulphur. Sulphur dioxide emissions cause soil and water acidification and smog. | |

All users have been granted an equal access to official statistics: this means that the dissemination dates of official statistics have to be announced in advance and no user category (incl. Eurostat, state authorities and mass media) can have access to the official statistics (results of official statistical surveys) before other users. In case a news release is published based on the same data, the information provided in the relevant news release is simultaneously published in the Statistical Database. Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process (this information includes, among other things, feedback from users, process metadata, system metrics and suggestions from employees). This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions. |

ADMINISTRATIVE DATA The following data are received from the Estonian Environment Agency: location (address) of stationary sources of pollution; amount of pollutants generated by a source and actually discharged into air; combustion equipment (type, number, parameters); amount of fuel used, its sulphur content; gas and dust cleaning devices (type, number, parameters); use of solvents and preparations containing solvents. DATA FROM OTHER STATISTICAL ACTIVITIES The data on mobile sources of pollution are calculated by the Estonian Environment Agency based on the data of the statistical activities 20206 „Annual accounts of energy consumption and production”, 22027 „Registered motor vehicles” and 22030 „Passenger transport by road”. | |

Enterprises, which own stationary sources of pollution with the air pollution permit, special pollution permits, integrated environmental permit or waste incineration permit report to the county Environmental Board (by 31 January), the Environmental Board submits a reports to the Environment Agency (by 31 March). Statistical Office gets aggregated data with the detailed data from Environment Agency by e-mail. | |
Arithmetic and qualitative controls are used in the validation process, including comparison with other data. Before data dissemination, several checks on the internal coherence of the data are carried out. The data are compared with the data of previous periods and checked for inconsistencies. | |
Aggregates by county and pollutant are compiled based on administrative data. Data on air emissions from stationary sources are based on statistical questionnaires completed by enterprises holding air pollution permits. Pollutant emissions have been calculated using the CollectER software of the European Environment Agency. The software was developed within the framework of CORINAIR, which is the air emissions sub-programme of CORINE (Coordinated Information on the Environment in the European Community) set up by the European Commission.
