In connection with the changes planned in Regulation (EU) No 691/2011 of the European Parliament and of the Council, which include adding a new module to ecosystem accounting, the main concepts and definitions will be made available when the changes take effect. The main concepts and definitions are available in the ecosystem accounting handbook System of Environmental-Economic Accounting—Ecosystem Accounting: Final Draft, UN (2021). Cultural service – a service or good that is expressed in opportunities for aesthetic and spiritual enjoyment, relaxation and sports, and acquiring new knowledge in a suitable environment, e.g. recreation and environmental education. Ecosystem service — a service, good or benefit, the creation of which is supported by ecosystem processes (the ecosystem as if supplies a service) and that individuals, the economy and society directly or indirectly use. Market price, costs and revealed preferences based methods – the evaluation methods for monetary value of ecosystem services are based on assigning a value to a service on the basis of its direct or indirect market value. The evaluation methods include, for example, the market price method, avoided damage costs method and replacement cost method. In the case of revealed preferences based methods the value assigned to a service depends on the expenditures incurred on consuming the service. Regulation service – a service or good that emerges from the regulation of natural phenomena by ecosystem processes, e.g. climate regulation, pollination. Stated preferences based methods – the monetary value of ecosystem services is found by surveying willingness to pay. This is a contingent valuation method that expresses the preferences of a survey sample to pay for the preservation or use of specific ecosystem services. Supply service – direct goods or materials that people receive from an ecosystem, e.g. food, timber, materials. | |

All users have been granted equal access to official statistics: dissemination dates of official statistics are announced in advance and no user category (incl. Eurostat, state authorities and mass media) is provided access to official statistics before other users. Official statistics are first published in the statistical database. If there is also a news release, it is published simultaneously with data in the statistical database. Statistics Estonia performs all statistical activities according to an international model (Generic Statistical Business Process Model – GSBPM). According to the GSBPM, the final phase of statistical activities is overall evaluation using information gathered in each phase or sub-process; this information can take many forms, including feedback from users, process metadata, system metrics and suggestions from employees. This information is used to prepare the evaluation report which outlines all the quality problems related to the specific statistical activity and serves as input for improvement actions. |
